Consultancy Services to Establish Meghalaya Road Asset Management System

Client: Public Works Department (Roads), Government of Meghalaya
Location: India
Status: Ongoing

Project Description

LEA India was selected to provide consultancy services to establish Meghalaya Road Asset Management System for Meghalaya State Road Network under The World Bank Meghalaya Integrated Transport Project. Financed by the International Bank for Reconstruction and Development (IBRD), the project was implemented by the Public Works Department (PWD) under the Government of Meghalaya.

The aim of the project was to develop and establish a web-enabled, GIS-based Road Asset Management System (RAMS) for the north-eastern state Meghalaya’s roads that will provide readily accessible, relevant and valid information on the core and non-core road network, along with analytical tools for use in the PWD (Roads) headquarters and all divisional field offices of the department. Secondly, it envisioned using RAMS to generate a multi-year rolling program for both road improvements and maintenance, linked to the plan and non-plan budgets. Lastly, with the implementation of this project, the Public Works Department looked at institutionalizing the RAMS and building capacity within PWD (Roads) to sustain the system’s use.

Under our scope of work, LASA provided the following services:
  • Project Inception
  • Configure/Customize Road Asset Management System
  • System Development & Testing
  • Data Review and Data Collection
  • Develop Manuals and Conduct User Acceptance Testing
  • Institutionalization of RAMS
